Internetbrief aan minister van defensie Jeanine Hennis-Plasschaert

Uwe Excellentie,

Even voorstellen: mijn naam is Richard Schoot en ik schrijf over politiek, godsdienst en media op mijn website www.ibcpp.org.uk Het 'ibcpp' staat voor: Initiative for the British Christian Patriotic Party.

Ik neem de vrijheid uw aandacht te vragen voor het volgende. Op 9 oktober jl. werd in het BBC-programma The Andrew Marr Show de Britse minister van defensie Sir Michael Fallon geïnterviewd. In dat interview uitte hij een aantal beschuldigingen richting Rusland, waaronder deze, en ik citeer hem nu, "they [de Russen] even tried to interfere on the Dutch referendum on the Ukraine association agreement". Ook de Britse krant The Sun plaatste dit citaat, in het artikel 'Party to the slaughter' van 9 oktober jl.

De defensieminister van een bondgenoot van Nederland - Groot-Brittannië - heeft dus kennelijk bewijs in handen waaruit blijkt dat een mogendheid buiten dat bondgenootschap - Rusland - heeft getracht de politieke besluitvorming in ons land te verstoren of te verhinderen.

Ik wil u daarom het volgende vragen:

1) Hebt u kennis genomen van de genoemde opmerking van minister Fallon?

2) Als u het niet al gedaan hebt, gaat u uw Britse ambtgenoot dan vragen om het bewijs op basis waarvan hij de geciteerde uitspraak heeft gedaan?

3) Als dit bewijs eenmaal boven water is, gaat u dat dan aan de Tweede Kamer voorleggen?

Ik heb op mijn website voor het eerst op 16 oktober jl. over deze zaak geschreven.

De secretaresse van de minister bevestigde de ontvangst van mijn brief en ze schreef dat deze in behandeling is genomen. (9 januari 2017)

Een reactie van het ministerie, niet van de minister
Een hoge ambtenaar heeft me op 13 januari een brief gestuurd, per e-mail en per post. Deze brief zal ik niet publiceren, omdat hij niet van de minister zelf afkomstig is. (18 januari 2017)

Een brief naar het ministerie
De reactie van het ministerie heeft een vraag bij me opgeroepen. Daarover heb ik de ambtenaar vandaag een brief gestuurd. (25 januari 2017)

Een vergissing en een antwoord
Op de ochtend van 12 februari deed ik twee brieven aan het ministerie op de brievenbus, een ervan opnieuw bedoeld om helderheid te krijgen over een aspect van de departementale brief van 13 januari. Dat was geen slimme zet, want 's avonds ontdekte ik dat het ministerie mij al een brief had gestuurd die die verduidelijking gaf. (13 februari 2017)

Ik heb de minister weer een brief gestuurd
Het doel is om op mijn eerste brief een reactie te krijgen die ik kan publiceren (15 februari 2017). In reactie daarop heb ik op 3 maart een e-mail van een ambtenaar gekregen die deze toelichting gaf: brieven zoals die van u van 22 december 2016 worden zoals gebruikelijk ten departemente ambtelijk afgedaan namens de minister, aan u de afweging om dit antwoord wel of niet op uw website te plaatsen (31 maart 2017).

De reactie van het ministerie van Defensie van 13 januari
Ik heb deze reactie indertijd niet gepubliceerd, omdat ik onzeker was over de betekenis die je moet hechten aan een brief die niet door de minister zelf is ondertekend. Ik ben inmiddels gaan inzien dat elke minister de eindverantwoordelijkheid draagt voor alles wat zijn of haar departement doet, en daarom heb ik besloten om de reactie namens minister Hennis-Plasschaert alsnog te publiceren. Ik zal noch de naam noch de functie noemen van de ambtenaar die me de reactie stuurde.

Geachte heer Schoot,

Dank u voor uw brief gericht aan de minister van Defensie. In reactie hierop het volgende.

Ik heb kennis genomen van de uitspraken van de Britse minister van Defensie in het BBC-programma The Andrew Marr Show over mogelijke Russische pogingen tot beïnvloeding van de publieke opinie in Nederland.

Zoals eerder vermeld in het AIVD jaarverslag 2015, zijn Russische inlichtingendiensten op permanente basis heimelijk aanwezig en actief in Nederland, net als in andere westerse landen. Deze diensten en hun medewerkers zijn zeer professioneel en beschikken over een grote operationele slagkracht.

De Russische Federatie is bovendien zeer bedreven in het opzetten van beïnvloedingsoperaties en het gebruik van propaganda. Hierbij worden ook digitale middelen ingezet. Over de specifieke aard en reikwijdte van Russische spionage- en beïnvloedingsactiviteiten in Nederland doet het kabinet geen uitspraken.

Het kabinet heeft geen concrete aanwijzingen dat de Russische Federatie het referendum over de associatieovereenkomst tussen de Europese Unie en Oekraïne heeft beïnvloed. Daarnaast doet het kabinet in het openbaar geen uitspraken over eventuele uitwisseling van informatie tussen Nederland en buitenlandse inlichtingen- en veiligheidsdiensten.

Ik vertrouw erop u hiermee voldoende te hebben geïnformeerd.

In de inleiding van deze brief wordt niet gemeld dat het een reactie namens de minister is. Dat dat het geval is, is mij bevestigd in een brief van 8 februari, nadat ik het ministerie daarover had aangeschreven. (31 maart 2017)

Please let me introduce myself: my name is Richard Schoot and I'm writing about politics, religion and media on my website www.ibcpp.org.uk The 'ibcpp' stands for 'Initiative for the British Christian Patriotic Party'.

I'm taking the liberty to ask your attention for the following. On October the 9th, Britain's Secretary of State for Defence, Sir Michael Fallon MP, was interviewed in the BBC's The Andrew Marr Show. In that interview, he made several accusations against Russia, among which, and I quote: "They (the Russians) even tried to interfere on the Dutch referendum on the Ukraine association agreement". British newspaper The Sun also published this quote, in the article 'Party to the slaughter' of October the 9th.

Apparently, the minister of defence of an ally of The Netherlands - Great Britain - has proof that a power outside of that alliance - Russia - was trying to disturb or to obstruct the political decision-making in our country.

I would therefore like to ask you:

1) Have you taken notice of the aforementioned remark of minister Fallon?

2) If you haven't done so already, are you going to ask your British colleague for the proof on the basis of which he made this accusation?

3) Once the proof is at your disposal, are you subsequently going to present it to parliament?

On October the 16th, I wrote about this issue on my website for the first time.

The secretary of the minister acknowledged the receipt of my letter and she wrote that it is being dealt with. (9th January 2017)

A reaction of the ministry, not of the minister
A high-ranking civil servant sent me a letter on January the 13th, by e-mail and by mail. I will not publish this letter, because it didn't come from the minister herself. (18th January 2017)

The reaction of the ministry raised a question with me. I sent the civil servant a letter about that today. (25th January 2017)

A mistake and an answer
On the morning of February the 12th, I posted two letters to the ministry, one of them again meant to get clarity about an aspect of the department's letter of January the 13th. That wasn't a smart move, for I discovered in the evening the ministry had already sent me a letter that gave that clarification. (13th February 2017)

I sent the minister another letter
The goal is to get a reaction to my first letter that I can publicize (15th February 2017). In reply to that, I received an e-mail on the 3rd of March from a civil servant who gave me this explanation: as is customary at the department, letters like yours of the 22nd of December 2016 are officially dealt with on behalf of the Minister, it's up to you to consider whether or not to place the reaction on your website (31st March 2017).

The reaction of the Dutch Ministry of Defence of the 13th of January
I haven't published this reaction at the time, because I was insecure about the significance one should attach to a letter that wasn't signed by the Minister herself. Meanwhile, I've come to see that every Minister carries the final responsibility for everything his or her department is doing, and therefore I decided to publish the reaction on behalf of Minister Hennis-Plasschaert all the same. I will mention neither the name nor the position of the civil servant who sent me the reaction.

Re: Reaction to your e-mail of the 22nd of December, 2016

Dear Mr Schoot,

Thank you for your letter addressed to the Minister of Defence. In reply, the following:

I have taken note of the pronouncements of the British Defence Secretary in the BBC programme The Andrew Marr Show about possible Russian attempts to influence the public opinion in The Netherlands.

As mentioned earlier in the annual AIVD report 2015, Russian intelligence services are permanently and covertly present and active in The Netherlands, like in other Western countries. These services and their co-workers are very professional and have a big operational striking force at their disposal.

Furthermore, the Russian Federation is very skilful in the setting up of influencing operations and the use of propaganda. Digital means are also brought into action here. The Cabinet doesn't make pronouncements about the specific nature and range of Russian espionage and influencing activities in The Netherlands.

The Cabinet has no concrete indications that the Russian Federation has influenced the referendum on the Association Treaty between the European Union and Ukraine. Beside that, the Cabinet doesn't make public statements about the possible exchange of information between The Netherlands and foreign intelligence and security services.
